I fully support promoting a Tutsi Apartheid run state in Rwanda and Burundi. Only Russians, Chinese,, and Mestizo Papists don’t. There is a long colonial background to this evolution which is too complicated to get into. But, eventually, the US and the former European colonial powers intervened in the area and stabilized it. We Europeans favored the Tutsi’s. Sadly, the Tutsis are not in the position of authority they once had, but still remain overly represented.
Unfortunately, Rwanda and Burundi have been vexed by the same Democracy Mobsterism that has vexed the West and brought down its civilization. But in Rwanda and Burundi, it was more devastating. The 90s thought was one of the largest and in which at least 1/3rd of the Tutsis were genocided in a period of two weeks!
The Tutsis fought back manly. They also had the favor of many Hutus who enjoyed life under their benevolent authorities. Together they pushed the villains into Congo where genocide rads against both Tutsis and loyal Hutus continued for decades. Today, Hutus remain divided between barbarous Bantu N@ggers, and slightly acculturated Establishment Hutus. Meanwhile, due to the influence of the remaining Tutsis, the civilized Hutus, and presence of Western security services, the area is relatively pacified under the well disciplined armies of the Rwandans and Burundis.
The only cause of long term inter state conflict in the region fates to decolonials and is rooted in the historical ethnic warfare between Bantu N@gger Barbarians and Nilotic Tutsi civilized. The modern conflict has been between the barbarously vicious Bantu N@gger Congolese tribal armies, many of which have Hutu genocidal war criminals in them, and Rwandan and Burundian forces trying to keep them at bay.
Yet, its important to realize this isn’t new.. Historically, these Congolese forces are recruited from tribes that have a long history of barbarism stretching back to Belgium Congo when they wiped out entire mining towns of Europeans and Blacks. Back during Decolonialism thought they never got to far into Rwanda and Burundi as there was still a substantial Belgium and British presence there along with a still extant Tutsi ruling class. What pacified these Congolese force a generation was was the creation of various White led mercenary outfits, made up chiefly of surviving colonists. They smashed these groups in the 60s and Mobutu kept them down from the 70s to the 90s. Today nothing remains of that old colonial community or Mobutu. In turn, Central Africa is increasingly more violent and destabilized.

All of those developments were lost in the end years of the corrupt Mobutu regime and the Congolese civil war which began in the 1990s. Eastern Congo became a cauldron of warring politico-tribal armies again. When the genocidal Hutus were thrown out of Rwanda and Burundi they went to this area and helped organize the Congolese tribal armies into larger armies. There being no White mercenary outfits anymore, it was the Rwandans and Burundians who had to step up to suppress them.
