The vast majority of the Somalis in Minneapolis can’t be deported because they are either citizens or refugees with legal status. They didn’t jump across the border.
Of the non-Somali illegal alien population in Minnesota, Trump wants only the unemployed criminals to be arrested. Once they are arrested, they are immediately released by a federal judge.
