This is a combined whole of government resistance approach to Trump’s policies. None of the departments have been fully under control of the WH. DoD is the stand out mostly because it already had the least amount of treaties inside of it of any department. I am curious however as to what stage the wall is under project management. At any rate, with incursions and penetration into the US at record lows, Trump typically doesn’t have this on his front burner.
I have excellent sources at the border. They told me at the beginning of Trump’s term that the cartels would switch their modes of transportation and depending on how hard Trump actually pushes would essentially stop most of the human smuggling across the border and wait out till Trump’s term ended.
Other sources told me that their interloceteurs in the US such as Republican CEOs and Democrat NGOs would continue to lawfare any interior illegal alien enforcement operations and wait out till Trump’s term ended. The hope was Trump WH would take eye off border, not militarize it effectively and not fortify it.

I like your reasoning but the facts you are using are wrong. That doesn’t take away from the need for a wall for other secondary important reasons, but the fact is 90% of our drugs enter thru commercial or private legal transportation thru legal ports of entry. These ports of entry aren’t just at the border but including our sea and airports.
Only 10% of narcotics enters thru unchecked border points. On the other hand, we only catch around 10% of the rest. So, barrier and coastal defenses would double the amount we could interdict thru defensive and passive means. From there you could launch more counter offensive measures on the littoral coastal and border areas. As a result theoretically with border walls and coastal defenses you could triple the amount reduced by border interdiction.
My recommendation of deploying a few hundred thousand regulars, reservists, new border militia, and expanded law enforcement along with heavier inspection you could get to 50% reduction. Unleash covert action on the rest overseas and we could drop it even further. That and domestic cultural and health programs we could end this scourge. So, the wall is important but it’s only one part of a whole effort. It’s main job would be ending human smuggling.
