New York Times: How China Pulled So Far Ahead On Industrial Policy

In my speech at The Political Cesspool: 20 Year Anniversary Conference, I name dropped Pat Buchanan’s 1998 book The Great Betrayal: How American Sovereignty and Social Justice Are Being Sacrificed To The Gods of the Global Economy as a key influence on my political views. I brought up Joe Biden’s recent 100% tariff rate on Chinese electric vehicles as an example of how much the mainstream consensus has changed on trade and industrial policy. I also cited a bunch of poll numbers from American Compass which showed broad support on the Right for a pro-worker economic policy.

New York Times:

The problem for the West, though, is that China’s industrial dominance is underpinned by decades of experience using the power of a one-party state to pull all the levers of government and banking, while encouraging frenetic competition among private companies.

China’s unrivaled production of solar panels and electric vehicles is built on an earlier cultivation of the chemical, steel, battery and electronics industries, as well as large investments in rail lines, ports and highways.

From 2017 to 2019, it spent an extraordinary 1.7 percent of its gross domestic product on industrial support, more than twice the percentage of any other country, according to an analysis from the Center for Strategic and International Studies. …

President Biden and European leaders are determined to develop their countries’ manufacturing capacity in advanced technologies like semiconductors, electric vehicles and batteries, in part by adopting some of China’s tactics to nurture industries.”

Here we are 24 years later.

The New York Times is publishing incredulous articles asking how this happened to us. How did China become the largest economy in the world? How did China come to dominate global manufacturing? Why is China so far ahead of us in renewable technologies and electric vehicles? How did we end up with a national debt of 32 trillion dollars which increases by a trillion every three months?

            If true, then you are foolish or ignorant. I know. I’ve looked at probably the vast majority of all the “it’s a moon hoax” evidence, and I also have seen the vast majority of answers to the “it’s a hoax” people’s criticisms. And the hoax people’s evidence does not hold water. It doesn’t stand when you look at the evidence. Most of the criticism is ignorance of the highest level. Like the moon lander was made of tin foil, radiation will kill them all, waving flags, it’s all so stupid as to defy belief that people as so foolish as to believe it proves anything. And I doubt you will be moved even by the best evidence, but you’re wrong. I in no way am a government promoter.

            I’m fairly well versed in ALL the objections that “prove” we didn’t go there, and all of them are severely lacking in any sort of logic at all or have simple explanations that are readily seen. Even worse, some say they know it was fake and give a few examples, easily proven wrong, then they still say they KNOW it was false but haven’t a damn thing to show that they are right. About the only thing I think they may have right is, somewhere, there may be a few photos that NASA publicist photoshopped but I couldn’t actually show you any nor do I know any specific examples. The whole thing was done in such a rush, at breakneck speed, I could see someone cheating figuring no one would ever know and change a photo or two.

      • I am disappointed that some fellow socialists (and many people in China today) have bought into “the Moon landing was a hoax” nonsense. You deniers are understandably skeptical, because FIFTY YEARS have passed since the last Moon landing. But the U.S. has just been too busy doing other things, none of them good. The Apollo program served its Cold War propaganda purpose. Russia was always years ahead of the U.S. in space, up to the spectacular manned Moon missions. But now that China has pulled way ahead of the U.S. in exploring the Moon, the U.S. is suddenly wanting to go there again to win (with propaganda) another Cold War space race.

        Marx did say that to economic elites it doesn’t matter who makes stuff as long as they get get rich off it-elites don’t really have a loyalty to a particular country, it is just a place where they make their domicile and where they store their cash. Certainly American economic elites don’t have a loyalty to the US.
        It is interesting that the alternative right has, for a long time now, been making use of Marxism (although not calling it that for obvious politeness reasons) to describe what happened and what is happening. Nothing wrong with that, a Marxist analysis can be tremendously useful in helping to understand as long as you discard the militant atheism part and the the nationalization of small businesses, which can be easily done.
        Marx also had ideas how to proceed when regarding traitors-simply confiscate their property, put the most militant ones in jail, and don’t allow their relatives to partake in government. Marx and Engels, although flawed individuals were quite perceptive in many ways.

          Marx just didn’t say these things. Everyone said these things. It was a common refrain among the American Founding Fathers that outsourcing industrial policy was injurious to not only the local polity but even corrupted the benefactors of the policy as well as empower foreign powers and princes. Marx merely re elucidated the commonly known facts about detaching production from the geography of its owner.

          I’ve pushed the Right into researching classical American economic policy, including Buchanan. It’s policy origins are in the Federalist Papers and especially in Alexander Hamilton’s Report on Manufacturers. The Founding Fathers inherited and adopted Britain’s mercantile policy from which the American School of Economics was derived. But it was Henry Clay who articulated the policy into a complete system of economic policy.

          It is clear from any reading of the Constitutional Convention, and the Convention of the States, that direct government intervention in the economy was INTENDED to ensure that dearly won political independence was not lost by being economically and financially dependent on the powers and princes of Europe. The levels of this government intervention at local, state, and federal levels became the debate field which dominated American politics for centuries. The idea that Marx caused this is insane.

          The creation of a strong federal government able to promote science, invention, industry and commerce, so as to promote the general welfare and making the economy of the United States strong enough for them to determine their own destiny is written directly into the US Constiturion. American political life has been about the level of that intervention and dominated the discourse of the early Republic with Jeffersonian and Madisonians in one side, and Hamiltonian and Claytonians on the other. But all agreed there had to be a level of government intervention to ensure independence.

          The outsourcing and financilization of American economy didn’t become dominant until the 1970s. From 1790 to 1970 the American Economic School predominated in policy. It had its own teachers, chairs, and schools at University and in government bureaus and its own policy journals. Since the 1970s its been obliterated.

          Today, the GOP and the Democrats both advocate a globalist trade policy with the idea that it is the only truth and is the only truth that has existed since time immemorial. This includes saying things like Free Trade made America great when in fact protectionist trade made America great. Trump and the Right threatens to re establish this policy. This is why they are attacked by the powers that be. Its because they threaten the oligarchs and trillions of dollars they accumulated under globalism. Its not because they use Marxist rhetoric.

  2. Leftist unions made our workforces too expensive to employ. Now China has all our jobs. Everything the left touches from industrial policy to immigration, is detrimental to us. And it’s all by design.
    As they sit on roads disrupting traffic, China carpets my country with EV’s, wind turbines and solar panels all made in their filthy factories with no environmental or safety regulations, and using slave labour.
    Our economic sovereignty and security is non existent. We’re highly exposed to China’s volatile nature.

    • Continental European manufacturing workers, especially in Germany were paid better than their American counterparts, but they had a flourishing manufacturing economy until recently. The causes of the problems are systemic and qualitative not wages and benefits.

      Since 1990. the US has used the importation of cheap Chinese products as a means to hold down inflation. Many of those products can’t be made in America at affordable prices. Our labor force is too ‘diverse’.

    In Japan high school students have the most advanced computer controlled machine tools to learn with.

    I have seen many instances of the most modern equipment provided to ‘black’ schools just trashed to junk.

    One such instance, trying to teach blacks Statistical Quality Control. The public school district provided the black students with the most advanced statistical calculators available. Those ever innovative blacks discovered new uses for the expensive calculators, bashing each other over the head. Closets full of smashed, totally ruined calculators.

    How are we going to have an advanced society with that ?

    • This is the systemic qualitative problem American labor and especially manufacturing faces. The solution is increased wages and increased STANDARDS for the positions. We are talking about professionalizing the manufacturing labor force.

      Doing this means eliminating the Warren-Burger court ruling which eliminated standards such as IQ tests, Literacy Tests, Physical Tests, in jobs. For example, height requirements in Police positions were eliminated which is why you have women trying to be street cops in ghettos. Only a rear guard rigging of police operations by the old guard kept our Police force still somewhat capable.

      Starting with Obama, it has been the goal of the left to reach deeper into these environments and deconstruct the fall back positions of the old guard. It is our job to not inky reinforce those policies in the State bureaucracies but push back against Warren-Burger court rules and restore old standards. That alone would clean out much of the nigger-spic-coolie-sodomite leftist infiltrators in government, academia, corporations, and professions.

      So, what we need is to reverse the human capital degradation of the country starting with reversing immigration, affirmative action, and destandardization. We increase professionalism among various labor categories to encourage higher quality, higher wages, and more human factors. We reimplement a protectionist trade policy to reshore offshore capital producing assets. We deleverage capitalist concentrated wealth by refragementing the relocalizing the commodities, securities, and banking industries, and breaking up the corporate conglomerates. Then we can restore the American Republic of yore.

  8. Our deindustrialization is just one symptom of ‘integration’. No amount of government spending and tariffs will correct it. The NYTimes article blatantly refuses to acknowledge the racial element that underlies the entire problem.

    Industrial decline is just among the first symptoms of racial decay. When economic failure overtakes us a myriad of problems will surface , health, safety, reliability, utilities, shortages of essential items etc.

Without that we cannot also restore standards whether in owners, managers, producers, and laborers which will draw in higher human capital necessary to produce quality capital and consumer items.     People cite many reasons, such as, “We sent all our manufacturing overseas.” Yeah, OK, but WHY did we do that? In order to fix the problem, the root cause has to be identified.

    The core reason for this and many other issues we have in the USA is the financialization of the economy. Everything has been turned over to the bean counters in order to ensure quarterly growth, quarter after quarter (stock market rules supreme). Companies no longer innovate. They would rather not spend money on R&D but instead buy up a start up that has some new technology. And this model mostly only works for software (but not all the time). When it comes to making tangible things, engineers must work hand-in-hand with a manufacturing team in order to learn and innovate. When the factory is moved to China and Chinese engineers are cheaply hired there, the knowledge and innovation takes place in China, not at the corporate office of the company in New York.

    CEO’s, in general, are pretty ignorant, unless they specifically founded a company and participated from the ground up. The crop of MBA’s have no idea how technological innovation really happens or how to foster it. I’ve probably harped on this before, but when Trump was president, he asked why the USA can be the leader in 5G cellular. I wish he would have asked me personally. I could have told him the reason – as explained above. Everything was shipped offshore and the 2G and 3G engineers have all retired. We don’t have the experience in the USA to even being dominating that market.

    I’m retired now, but I used to be an engineer at a top USA technology company. We used to be in the top 10 corporations in number of patents granted by the US patent office, even into the late 90’s. I couldn’t even say where the company ranks today because it doesn’t exist in that form anymore. Research divisions and manufacturing were offshored and sold off. What remains isn’t in even the top 100 anymore.

    The other elephant in the room is our educations system. While Chinese students are learning math, chemistry and physics, our students are learning about drag queen story hour. We have hardly any young adults left who went through a rigorous science background.

    There’s no way to quickly turn things around, especially when shekels rule supreme in all corporate decisions. Because our corporate and governmental leaders have no idea what scientists and engineers actually do, they think the answer is just to throw more money at the problem. That will make the national debt grow even faster but won’t result in anything except a small number of people lining their pockets.

For thirty five years many people involved with policy including myself and people like Pat Buchanan raised the warning flags over what globalism meant in general and particular with industrializing China. This is why most of us backed Buchanan in his bids for the Presidency especially his last one in 2000. Every single person involved in fighting this post Cold War globalist policy, including many Cold War leaders such as Buchanan, were railroaded out of government, saw their careers stunted at best, and their worst fears come true.

    There is only one solution that will change this dynamic. The complete and utter accountability of those who pushed the American destroying globalist policies. The betrayal and disastrous consequences of the betrayal are such that literally hundreds of thousands of people who were policy lobbyists, elected politicians, corporate ceos and managers, labor leaders, academic teachers, and government servants must be punished by fines, imprisonment, and/or death, as well as civil court law suits and asset forfeiture. This can only be accomplished by mass Congressional hearings, the exposure of those involved and the compensation they received by declassifying and publishing the intelligence gathered on these subjects and their activities by federal and state law enforcement and intelligence, and finally their subsequent trials for treason.

    Such a reaction is unlikely to occurr short of some major historical event stemming from loss in foreign or domestic war, political revolution or coup de etat, or some economic upheaval and mass civil protest that results in a new leader and cadre who are determined to redeem the country. Until that happens, the traitors will escape accountability and their poison will continue to damage the country. Either way welcome to increasing decline and social upheaval. You wont be able to go fishing for very long at your favorite fishing hole.

  14. The reason why the manufacturing was sent to China is simple. Along with others, that one move set the seal of doom on the West. This was a deliberate policy instigated by the banksteins, who knew that, after being sufficiently hollowed out and manufacturing in the West being sufficiently degraded, they could instigate a war that would see the West lose. Remember, without a robust industrial manufacturing system, you cannot create the new planes, ships, tanks etc, at least not faster than your enemy.

    Another factor, mentioned upthread is financialisation. This is especially pertinent when it comes to waging wars as they are very expensive. The US/West’s ability to finance a war through debt issuance is a non starter I believe.

True, the unions got greedy but the vast, vast blame in the gutting of the US industrial economy lies with economic elite of the country-they were the ones who decided the factories were to be shipped off to China and Mexico and they ensured that US politicians enacted low tariffs for goods from those countries.

  20. People are in despair and believing there are NO solutions. But there are. They are not even that difficult if you can get the right people in office to pass them. Here’s a couple that would drastically change things over time. Likely fairly fast and not cost us a huge amount of money. Maybe none when you could the increased employment.

    1. The big problem is that the people at the top are economically disconnected from those at the bottom. So connect them. Pass a law that if you use imported goods or parts manufactured overseas, ALL the top executives or any employees or contractor labor they hire, can not make more than 20 times their lowest employees pay. This also counts hired labor subsidiaries. So this defacto means not over 20 times minimum wage. This would get their attention. Any profit over this they can damn well give to their shareholders AND count any stocks given to management as part of this pay.

    What would this do? It would tie their wagon to ours. It would mean they would move as fast as possible to buy and/or build in the US. They would bitch and moan and likely have a mental break-down and supply disaster for a while, but it would work out. Also it would NOT cut off all imports. Small shops, like they have in Japan, could sell cheap imported stuff. This would provide a lot of labor in small mom and pop shops.

    2. The Supreme court rules that corporations are people so they can give money to politicians. Ok then tax them like people and make them liable for harm like people, OR they can declare themselves a corporation and give zero funds of any sort to any politicians anywhere. Otherwise, all these tax breaks and subsidies from the States for building plants, it’s all income and will be taxed at the individual rate. I suspect ever single corporation will stop giving out political funds.

    • Another good practical solution that doesn’t delve into stupid clownworld of Tamludic Capitalism or “Duh, Jews.” Most people would fully support the aforementioned policy. The trick is how to make it happen when it doesn’t have an organized national interest backing it. This is the point I harp on all the time. You can’t just complain on internet and then go fishing at your favorite fishing hole. You have to get involved in the political process, the civic associations, the labor movement, the ancestral groups, the churches, etc.
