While you are correct in the effectiveness of Israeli security practices, actually, that didnt originate from the Israelis. It originated from fhe British.
First, these are just modernized security policies that date way back to earliesr colonialism. We Anglo-Saxons are inherently very good at governance, security systems, and keeping at the other when we aren’t hobbled by Papists and Liberalism.
For example, the British Americans and later the independent Americans e.g. Native Americans, used pillboxes, fortified housing (bloc house or bastille house) on the Indian Frontier. As for Zipporah, she, too, would not have been happy to find out Moses had an Ethiopian wife (unless Moses had told her of his life in Egypt). The Bible does not give her reaction. Exodus 18:1-3 shows that Zipporah, though she did not participate in the Exodus from Egypt, rejoined Moses at Sinai, so she was probably there when all the events occurred in Numbers 12.
